GLOBALGRAM TESTING A Globalgram is a store-and-forward packet. A "normal" e-mail message is transferred from a PSN satellite terminal through the satellite to an ORBCOMM ground earth station (GES) only when the satellite can see both sites. Otherwise, the subscriber will get a "no satellite in view" message. This mode of operation will normally be sufficient for most communications on land. The U.S. has four GES (one in each corner), and since each satellite has a 3000-mile diameter coverage area, communications between a satellite terminal and an earth station will generally not be a problem. With a 100-minute period, even a few satellites will make several passes a day. With a full set of 26 satellites, the measure becomes passes per hour, and "no satellite in view" messages become very rare. However, when located on the ocean or at an extreme distance from a GES, the subscriber may obtain infrequent or no coverage from a satellite that can see both a GES and the subscriber terminal. In that case, the subscriber must use a "Globalgram." A Globalgram is sent to the satellite which holds it until it sees a GES. The satellite then sends the Globalgram to the ground data network. However, the message writer must designate a message as a Globalgram because it is more expensive and restrictive than a normal message. Because it is a critical part of our claim to provide global communications, we will be testing the Globalgram capability in late October from Hawaii.

MONEY The National Institutes of Health (NIH) and Department of Education have rejected our SBIR proposals for using PSN as a means of mobile communications for speech and hearing impaired persons. We can submit one more time to NIH by December 15, based on their comment that too much of the proposal was devoted to the possibility of satellite communications for the speech and hearing impaired rather than the business case for PSN. As a result, the next submission will focus on the business case.

We have applied to present the business plan to a couple of "angel" investor groups in the local area. The applications are currently going through a screening process, and we hope to make the presentations in November.
